Target Framework Migrator 4.7.1

I was looking to retarget all projects from one solution from 4.6.1 to 4.7.1 and found an amazing tool https://github.com/VHQLabs/TargetFrameworkMigrator/, unfortunately, the last commits to support version 4.7.1 where not merged to the main branch so I copied the repository build it with the changes I found  here https://github.com/VHQLabs/TargetFrameworkMigrator/pull/43
